Speech Behaviour of British Parliamentarians: Strategies and Tactics of Communicative Mitigation

Abstract

The article investigates the communicative category of mitigation in British parliamentary discourse. A cognitive-discursive model of the mitigation situation is proposed, describing the softening process as a three-level mechanism: assessment of communication parameters (degree of agonality, status-role distance, and addressee structure), activation of mitigation prescriptions (anti-conflict, non-categoricalness, non-impositivity, glorification, and emotional restraint), and selection of strategies with their tactical and linguistic implementation through a system of lexical, syntactic, and pragmatic mitigators. Three key speech behaviour strategies are analyzed in detail – argumentation, discrediting, and self-presentation – each realized through a distinct set of tactics and linguistic means. The argumentation strategy includes eight tactics grouped into lexical, subjective-perspective, and syntactic categories. The discrediting strategy comprises four tactics divided into implicit and procedural criticism. The self-presentation strategy encompasses four tactics related to subjective reference and status regulation. The study demonstrates that mitigation in British parliamentary discourse represents an institutionally entrenched mechanism ensuring a balance between agonality, persuasiveness, and adherence to parliamentary etiquette, rather than a facultative stylistic device. Particular attention is paid to paradoxical cases where self-deprecation or formal apology enhances audience trust, and where mitigative performatives allow raising serious objections while maintaining constructive dialogue. The findings contribute to the theory of discourse, political linguistics, and intercultural communication, offering a comprehensive framework for analyzing communicative softening in institutional settings.
